CITIZEN'S CHARTER

This charter is a statement of the Tamilnadu Khadi and Village Industries Board which was established in April, 1960, under the Tamilnadu Khadi and Village Industries Board Act,1959. The object of forming the Board is to promote, organise and improve the Khadi and Village Industries in the rural areas in co-ordination with other agencies engaged in rural development.

OBJECTIVES:
  • the social objective of providing employment:
  • the economic objective of producing saleable articles; and
  • the wider objective of creating self-reliance amongst the people building up of a strong rural communal spirit.
  • The Tamil Nadu Khadi and Village Industries Board will offer to provide employment to the weaker sections of rural areas especially for women at their door steps through 107 Rural Textile Centres and 41 Khadi Production Sub-Centres spread all over Tamilnadu such as spinners and weavers;
  • The Board will offer employment under Village Industries Schemes to alleviate rural poverty by utilising the locally available raw materials and manpower through Departmental Units and Industrial Co-operatives for Cobblers, Potters, Carpenters, Blacksmiths and Bee-keepers, etc;
  • The Board will offer to promote the marketing of Khadi,Village Industries and products of Handicrafts items, the Board provide linkage with established marketing agencies wherever necessary and feasible:
  • Under Prime Minister’s Employment Generation Programme” the Village Industries artisans in rural areas can avail the opportunities as detailed in the list of activities such as margin money scheme;

  • This scheme is to be financed by Banks upto Rs.25 lakhs. The Project cost 25% to 35% will be provided by the Khadi and Village Industries Commission as Margin Money. The individual own contribution is 10% In the case of Scheduled castes/ Scheduled Tribes and Women entrepreneurs, the Margin Money will be 35% and individual’s contribution is 5%

    Khadi Spinning and Weaving

    There are 107 Rural Textile Centre and 41 Sub Centres exclusively for this Scheme spread all over Tamilndu

    All Interested Artisans who need employment at their door steps can contact Assistant Directors, Khadi and Village Industries in the Districts concerned and Regional Deputy Director, Tirupur, Trichirapalli and Madurai The Board is supplying Cotton and Charkha to the Spinners and get back yarn by paying wages. Similarly, the Board is supplying yarn to the weavers and get back cloth by paying wages.
    Silk Weaving

    There are 18 Silk Sub Centres spread all over Tamilnadu

    All interested Artisans who need employment at their door steps can contact the Assistant Director (Silk), Kumbakonam, Salem and Joint Director (Silk) Kumbakonam The Board is supplying Silk Yarn and Zari to the weavers and get back the finished silk varieties by paying wages.
    Marketing

    There are 106 Khadi Krafts including Grama Shilphas spread over Tamilnadu for Marketing the Khadi and Village Industries Products.

    All the artisans engaged in Village Industries can contact the Assistant Director of Khadi and Village Industries in the Districts concerned. The Honey collected from Bee-keepers, pottery, fancy articles, dolls, Handicrafts, Carpentry and Blacksmithy articles produced by Village Industries Artisans marketed through Khadi Krafts and Grama Shilphas.
    Western Ghats Development Programme Assistant Directors of Khadi and Village Industries, Nagercoil, Erode, Dindigul, Coimbatore, Madurai, Virudhunagar, and Tirunelveli. Providing Bee-hives and other accessories to the Bee-keepers.
    Rebate

    Rebate for Khadi, Polyster and Silk

    All Khadi Krafts and Grama shilphas 30% rebate for Cotton Khadi, Polyvastra and Khadi Silk items provided by the State and Central Governments is given to the consumers.
